This has been an issue with previous Sony games, I had the same issue with Horizon ZD Remastered a few months ago.
Okay, sooo I also noticed that Malwarebytes runs EXTREMELY high when I play this game... What's going on with Malwarebytes and TLOFP2?!

If you are playing less than 4K you will most likely have issues. As crazy as that sounds with your 32 core CPU. It actually benches slower than my 8 core 9900K for gaming.
I also would not use my 9900K for anything greater than a 4070 for that series, nor would I use it for anything greater than a 5070. Its just too slow for them.
There could be any number of reasons for your PC to be choppy, but that is what stands out to me right away for your system while playing.
If your system is not responsive after game closes. Thats another issue all together.
Sometimes programs just conflict with games. It happens. But for AV its usually the scanning that hinders performance or it makes the files slower to access from the scans.
As mentioned above. Just disable it or make exceptions to your game folder.
