Just in general, Sony in countries that it can't publish games simply leaves out their games from those countries. I don't know this whole deal with part 1 being present in your country but part 2 not, maybe something had changed with Sony doing business in those countries in between the years.
Anyway, VPN is something you can use as an alternative.

Sony wants PC gamers to be part of the PlayStation ecosystem, but they require a PSN account to do so. However, in some countries, PSN isn't available due to operational costs, currency and pricing issues, or a relatively small market.
As a result, Sony decided to remove that requirement in those regions since it doesn’t significantly impact their sales.
Additionally, there's a reason why Sony delays PC releases just like many other developers (unless they use Denuvo). The goal is to maximize sales in the console market first before expanding to PC.
VPN wont help, even if you change your IP through VPN, steam will still recognize your account from your store settings. You need to change your store region to another region to alleviate this and get locked for 3 months on that store.
Buying a key also wont activate on your store region and you need to do the step above.
Or create a new steam account using a proper VPN from supported countries, then load that account like $5 to activate your steam account. Then you can activate your bought key, or buy a gift card from the store region to buy the game.
With all that hassle, there is a free alternative that people can do. You also cant blame them for getting the game for free as they have no other convenient way of getting the game properly.
So Sony are basically giving their game away for free in countries they "do not support".
Microsoft, Ubisoft, EA, Epic, Nintendo, Steam has no issue on this, only Sony created this problem. Hopefully, they will have the gall to blame themselves for low game sales, instead of other people.
