This mostly appears when it's a different game version (cut), so yes, it is probably the cut version.
I still wanted to ask to confirm, since to my knowledge the ZERO rating is only mandatory for console games and optional for PC releases, so legally it is possible to release a fully uncensored version on PC, even if it would not be able to get a ZERO Z rating like this. Too bad that many publishers dont care and still give us only the censored slop.
Its not as easy as on console to just import a disc to get access to uncensored steam versions, sometimes International keys still can be activated in Japan, but in extreme cases they are region blocked.
I'm seeing this message: "This game supports only Japanese or English language interface/voice for customers in Japan." Is there a Japanese-only one out there, too?
