Changing this to "Low" or "Midnight" fixed it for me. Changing Spatial to Traditional actually made it the volume even lower.
Cannot speak on PC yet, but on the Steam Deck it sometimes the sound starts cracking and cutting in and out for me.
Something is messed up, I think it was similar in TLOU P1 if I remember correctly.

There's absolutely nothing you could suggest that i already didnt try, The sound gets good on cutscenes, bad during gameplay.
If you think you fixed it, you are either playing on a phisical spatial surround sound system, which i absolutely doubt that you are.... or you just have low standards, which is a good way to live i suppose.
