I mean who the hell chooses these times, 19:00 release and another 2 hours downloading or unpacking. We dont get to enjoy it today at all, why not release it earlier i never understand these release times??

Steam recommends 10AM PDT as that's when the store does a global refresh. Devs' can request a custom unlock time but it's a global unlock so either way not everyone is gonna be happy. I'd imagine Steam advise 10AM because that's when they're all in the office and can fix any store issues. It's only like 6 hours from now, not a huge wait.
