It mostly comes down to whether or not the PC port will be in good shape at launch. This port is being primarily handled by Nixxes instead of Iron Galaxy, though Iron Galaxy is still involved. So it should be in a better state. But with how Spider-Man 2 launched, even saying that is 50/50.
If the first game's release was anything to go by, you will get 60 fps on 1080p, but you will also need DLSS on Performance and Frame Gen on.
They took patches to fix what was a disaster at launch for TLOU 1. Nobody wants to go thru that again with TLOU 2.

They have an interview talking about the PC port. might turn out OK. Usually if it's a bad port like Spiderman 2, they just drop it silently to avoid bad press
