If a game is allowed to be pre ordered it's often up for many months, sometimes as much as a year or more in advance.

In contrast, a game that has previously released on any other platform before is not allowed a preorder on steam, at all, not even days, because it's already a second release, just to a different platform and not a real pre order for a new game.

This is not true at all. If that were the case, how do you explain games like Horizon Zero Dawn, Ghost of Tsushima, God of War 2018, and God of War Ragnarok? These were all previously released on console, yet they were available for pre-order on Steam when their PC versions were announced. Your claim that pre-orders are not allowed for games that have already launched on other platforms is simply incorrect. It’s entirely up to the publisher whether to enable pre-orders or not.

consoles aren't pc

"other platforms" means other pc storefronts like epic, gog, ea, ubi, etc
