I finished tracking her long time ago. I have gone on several missions with Marco and Emile, and Rosalina is nowhere to be found. Is she supposed to have a low chance of appearing?

hi, yes it s not a 100% chance to get the new recruit when you have completed the track.
I had to do 3 full runs to unlock soraya

Do you find these recruits you "track" in a specific spot? Like will they always appear in the Exclamation Point route "ALLIES"?

Good question and I was wondering the same when I was new. They have their own event type you will see called "Key Event" or something like that. Allies is always the temporary allies that join you for 2 fights. You do not have to take them if all you care about is recruiting the new character.
