I've never had any issues playing any of Otaku Plans games. All of their games are fully playable. It just sounds like you're complaining about games not made by Otaku Plan, I don't think any of the games they publish are in that kind of state.
The DLsite version doesn't have these issues you think it might have.
For anyone interested you could get the DLsite version and get MTool (do a Bing/Google search to find it) to translate it without needing the fan translation.
MTool can also be used to cheat in supported games.
While it's true that it will have a patch, the store page literally notes "Some scenes in the game will contain nudity and sexually suggestive content, including minors depicted in sexual contexts that are not suitable for minors.". It is still very strange to go through Steam's verification process or that this sentence was left here by the developers.

above the line you quoted, there is no knowing if the publisher had that put there or the developer or even Steam/Valve.
Otaku Plan is just the publisher (they don't make games just translate them) not the developer and there is no knowing how much control the developer has with the translation/publishing of the game on Steam.
Even I think they should have avoided trying to release this one title on Steam and released it on a different storefront instead, it probably would have been released by now if they went that route, but it seems they didn't want to and made the release take much longer than it needed to be.
I personally don't really care if they release games like this on Steam. But I do think games were banned from the platform for much less and I'm still puzzled how this went through when they literally admit it sexualizes minors. At the same time, I'm also afraid, this will sooner or later catch a fire that will make Steam even more strict with adult games.

Otaku Plan has only published their games on Steam and nowhere else.
