If you need to sell it, a guy in the Estate will buy it, and will also remove any contraband flags you have for evading the Inspection. The fact is that if you have contraband, do not listen to the Inspection messages, even if they're about to time out, there's no point, just get to the Estate as fast as possible, with as low an EM Signature as possible if you don't have good components, and sell that Contraband off fast.
I don't think the C.U.s attitude too harsh though. They have to cover an enormously large territory. The likelyhood of getting caught is very small. So they have to make the risks that come with the inspection extra high to still scare people off of crime. And game balance wise: I don't think the game would be fun without the edge of "you mess up you might die" thing. This "unforgiving" thing is part of the games allure. In space, nobody hears you scream, and all that.
As to the risks: You will lose 3 reputation with CU and gain "flagged" status for evading. If this gets you negative, CU stations will fire at you. You can unflagg once for half the price (5k) at the burrow (balcony of bar building).
If you fly a neutral ship you can pack cargo into the secret compartments, btw.
