It's not even anime or underage. E.g. a real world woman with a short and petite figure could also be called a loli. Sometimes it's even stretched to the point that merely being short is enough.

There are some weirdos who hear "loli" and think about sex and can't imagine* anyone else thinking otherwise and have been trying to spread that restrictive view of the word to the rest of the world, but I don't really think we should be validating it.

No, I think what you meant is a "lolicon" (derived from Lolita Complex), which is usually limited to anime characters and not real people, but you never know. A "loli" usually refers to a very young anime/manga girl. Loli does not automatically mean suggestive content, but lolicon does.
