Oh boy, I am going to break down every non-legendary starting now. I got to Voyager level 50 yesterday and started upgrading several tarot whispers to level 60, and ♥♥♥♥♥♥♥♥, I am out of tarot essence after it being abundant for the entire game up to this point. I've come up with a set of rules. The sooner you realize these things, the less work you give yourself in the long run.
1. Do not upgrade any tarot whispers that do not have a legendary bonus (rainbow icon) revealed at level 50.
2. Upgrade the legendary legendary tarot whispers to level 50 first because it might not have the good bonus skill. It only costs 8,090 to upgrade from level 1 to 50, but it costs 12,200 to upgrade from 50 to 60.
3. Break down any tarot whisper that doesn't have a legendary bonus skill at level 60, there's no point in hanging onto them if you keep getting new ones. Of course, keep ones you already upgraded and don't have a good replacement for them yet, but they'll be like your five your old phone till you can do better.
4. Lock all the tarot whispers that have a legendary skill at level 60 so you can just click on the legendary button to breakdown all the ones that don't.

And here are some of the potential bonus skills that you want to see:
Dream of The Magician: Increases aoe damage bonus from 12% to 24%
Guidance of the World: Reduces cooldowns by 1 when not using any skills
Mercy of the High Priestess: Increases healing bonus from 15% to 30%
Elegance of the Empress: Increases 1 debuff to buff conversion to 2
Majesty of the Emperor: Increases damage vs healthy enemies from 10% to 25%
Silence of the Hermit: Increases damage reduction from 10% to 20%
Course of Fortune: Increases amount of random buffs from 1 to 2
Verdict of Justice: Increases bonus to crit chance from 15% to 30% (get a ton of these!)
Desire for Temperance: Adds 15% damage reduction to the shield buff (dunno if it applies to shields from sources other than itself)
Temptation of the Devil: Increases Devil stacks gained for any character defeated from 1 to 2
Destruction of the Tower: Adds 40% lifesteal for out of turn damage (alert fields, maybe other stuff?)
Gibbous Moon: Increases end of turn self healing when injured from 20% HP to 35% and adds 15% HP healing when dying

Thank you for the summary. I get to lv 50 tmrw and was curious why some had it and some didn't.

Same goes to all things.. don't upgrade EQ that you don't need.
Don't install legendary engravings. Money and stuff is really running out.. one needs a year or so game to play if trying to up all...
