Since they copied a lot from Langrisser, there's a high chance that Elma from Langrisser who's carrying a Candlelight on her Staff inspired the naming or even the creation of that character. The character is originally named 烛火 in the Chinese version and キャンドル in the Japanese version. But these characters below SSR rarity are basically "nameless" that's why the players get to name them later and they are getting multiple names using the same face in the SoD, much unlike the SSR Gacha characters who have a strong characteristic and design (and fixed names) and doesn't appear in the SoD pool at all without first importing them at the start of the run.
In case of the stage story setup, it's clearly a developer miss on that part. But remember that XD is a big gaming company with multiple staffs working in the building. So not everyone on the job has full knowledge of the game they are working on and rather only try to get their job done and focus on the part that's thrown at them. Among the chibi sprites, Candlelight do look like a male so without checking the character bust or the tools that dev works on do not have a prelinked character bust, there's chance for such mistake to happen. Especially when all hanged men sprites looks similar to each other, the dev might want to try get one that looked higher ranking than the others... Since the dev's not going to (or can not) create a special looking one just for the story, that dev simply thinks that since the sprite looks like a male, it fits right where he wanted as an extra character he needed in the stage setting.
