You can either:
[1] Update it via Steam when the game is prompted for update (or you can try restart steam to kick-start it).
[2] Update it forcefully by running the launcher directly from the game's installed folder.
i often got that same issue and it was only caused by the game server not responding.
i don't know the reason, i sometimes have the same problem with langrisser, so i assume it is because those servers are in asia.
rebooting my connection solves the problem everytime.
Haven't seen such problem on Langrisser during connection problem, as it simply ask for a restart or ask you to update if the launcher is outdated (plus, you don't really need to launch the game using the launcher on PC unless there's a client update), but for SoC it happened often during the game is doing client update and it throws the same launcher error if your launcher is outdated. Their launcher on Steam, unlike the official version, couldn't update itself during launch and rely on Steam's update to update itself. That's why running it stand-alone forced it to update the same way it updates itself on the official client. (Note: the reason behind that i can think of, is probably the bad file managing system... due to their launcher will tried to download the full 1.5gb update, then update again with a 1.5gb download when inside the game... wasting a total of 1.5gb data doing double download, especially when the steam update did another 1.5gb... it's a 4.5gb total download where normally 1.5gb is enough
What I did:
-verified client
-restarted steam
-restarted PC
-added exception in antivirus
-added exception in firewall
guess it's not a game for me
Have you tried using a vpn?
