Gacha is a System like a Loot Box. Instead of a Grouping of a Bunch of Items of Different Types, its often a Selection of One Type (Like Characters) and you only get 1 for each Pull.
Gacha is a System that existed before Loot Boxes (heck even before Video Games), just in Real Life in the forms of Coin Operated Machines often found in Stores.
No idea, I live in the US, and it is Legal. My Personal Opinion, it is, but Legally it isnt. Gambling in the US requires that the "Prize" can be Sold for Real World Money, and that is not the case.
Not to mention there are very few Laws concerning the Internet and Consumer/Customer Protection/Rights. From what I know very few Countries have any Laws concerning it.

Not quite, contrary to popular belief, most gacha titles are not forms of gambling - they are however predatory and very expensive.
Gambling schemes and mechanics do not have soft and hard pity.
This game does.
In a nutshell soft pity is at 100 pulls and it means you have a 100% guarantee to pull an SSR.
Hard pity is a guarantee on pulling the rate-up SSR unit of your chosing.
Meaning that you are guaranteed to have your chosen SSR after 180 pulls.
This is the opposite of gambling. gambling DOES NOT have pity safety-nets. You can gamble your entire fortune away and STILL not get your "jack-pot". You can't do this in gacha, in general - because pities prevent you from down-spiralling into a "gambler's dilemma".
Gacha is, however, an overpriced micro-transaction and banner FOMO is, by definition, predatory, but none of what I've described is gambling.
