I can't remember the episode because it was so long ago, but don't they only move you though time if they want?
I wouldn't call it an easter egg. It's an old mechanic that's been done in many places, some of them long before Doctor Who finally decided to get in on it. And even if it weren't, it's not really that specific... I mean, "statue that moves when you look away". That's a pretty simple idea; two people having it doesn't make one a homage to the other, necessarily.
