I think the most charitable reason is that this isn't really a genre that benefits from Early access in the way it's being used here.
In their crowdfunding, they lamented the current lack of many games based on yuri, and made a big announcement that they would create an interesting yuri game to change that trend. In other words, the main theme of the game was supposed to be yuri.
However, the game that was actually released focused more on RPGs, with yuri being a secondary element.
This difference between the pre-announcement and the actual game offered, and the lack of quality and quantity of yuri content in the playable characters, disappointed players who believed in their promotions and ultimately became a major factor in the low rating.
Don't get us wrong, however.
These reviews were not unjustified review bombings, but reviews from people who actually played this game for a long time and expected this game to be a good yuri game as they promoted it. They may have been disappointed, but they were not malicious.
And some of those reviewers, while giving bad reviews, are hoping that the game will get better with updates.
If the developer makes the right updates to the yuri part as well as the RPG, the ratings will definitely change for the better.
Edit.: I've included a link to the crowdfunding campaign that was conducted at the time.
The summary is written in Japanese, so it may be difficult for people outside of Japan to accurately understand the content, but if you read it using your browser's translation function, you'll probably be able to get a better understanding of the background to the game's current evaluation.

Everytime we return to the City the RNG Roulette decides if the Girls accept Date Invitations and or cheat on their Partners.
After that RNG Part is over we need to select who trains, cooks or collect stuff. Putting two Girls together will allways create yet another Scene with a potential new Date on top.
The worst part is, that it is possible to skip the above but that also means no cooking, training collecting. While skipping should just skip the rng scenes and still give you the Result.
That's a lot of Spam everytime you return to the City and every Update which fleshes this Scenes out aka makes them longer, gonna make the Game worse xD.
Not to mention that RNG Romance just sucks, i want to be the one to decide if my girls cheat on each other in favor of getting easier fights or if the only have one partner, which means you never need to care about the girls starting to dislike each other. Of course that
would also means there gonna be one Single Girl in your Party ^^
Other then the Romance Issues, the Devs had basically zero ideas on their own and just copied the EO Formula 1:1. Now EO ( at least until 3 ) is a grat Series, so that is not really a bad thing per se and the were smart enough to not copy the stupid : you can't learn this skills until you hit lv.20/40 part of newer E0s.
I think its more the quality than quantity tbh.
