Is BOATHOUSE bugged?

I'm in a run right now, using BOATHOUSE for the very first time. The wording on this card makes no sense with what just happened in my game. The card reads 'Explore every square adjacent to the connected River and remove 8 from enemy buildings.' That leads me to believe that I need to have a BOATHOUSE, one River connected to it, and then explore every row that includes a square that is adjacent to the connected River piece. I've only explored two of the five rows needed, I just sat an enemy STRATEGIC PAVILION on the connected River, and it lost 8 from its Garrison. But... I haven't explored completely around the connected River piece yet. Is this a bug or just terrible wording?

The wording on some of these cards needs a complete overhaul, or some of the mechanics just need to be abandoned.

Explore is a verb associated with the building. That means the building will explore those tiles. Not you the player.

I see. Thank you for the clarification. That wording is a nightmare.

'When you place a piece adjacent to the connected River, explore it immediately. If it is an enemy building, remove 8 from it.'

Wordy, I know, but clarification matters in card games way more than text size.

On the contrary, I've found the descriptions throughout the game quite decent. And if there's any ambiguity, using the card once is all it takes to clear that up.
