Sacrificial Sites and Siege Camps. Depending on your difficulty, Sacrificial Sites are likely more viable, especially since you can more easily use multiple Sacrificial Sites on each enemy garrison.

I think certain enemy types like Prisons (which remove troops if an adjacent building has more troops than them) also work for this.

Easier than I thought, dinged two enemies with sacrificial site and siege camp and the achievement was granted. Didnt even have to kil them.
