If a download English map do the people speak English or do I need another mod

On those mods I have they speak English, there is Pound Sterling, etc. But in the end it depends on the actual mod you pick and its quality. Lazy modders or very old attempts from the earliest days of the game might use German voice, DM money or even right lane driving and Berlin buses just in places having English names.
