I just tried the low graphics preset for the Berlin BRT map, it doesn't seem to make a difference.
I did wonder if it could be something to do with my windows, like the graphics driver or something, but I don't see anything wrong. Though I still suspect that it's something to do with this.
For the record, I am confident my laptop can run these 2 maps; it can run other intensive maps like London.
A new discovery though: upon checking the "show error messages" box and loading into both maps, 3-4 error messages pop up, all saying something about a Direct9 randomsound error (they're not fatal errors that will close the game). But I'm not sure if it means anything because I didn't check the "show error messages" box before, and I'm not sure if the errors were there from the very beginning.

Bremen-Nord, which was one of the maps I bought, also had the same horrible FPS issue with the Direct9 randomsound error messages.
Go into Omsi and the sound slider (1000 etc) drop it to 500 say, This alone is a known CPU hog (RealTek audio driver update it if you can https://www.realtek.com/en/component/zoo/category/pc-audio-codecs-high-definition-audio-codecs-software if it’s a generic onboard sound) and will affect frame rate. Mess about some more if you get an improvement.
I know this from buying the SP 400MMX. Playing London DLC I got nothing but repetitive, broken stutters of ‘the next…next.. stop is…………(nothing)’ and ridiculous frame rate down to 20s and a memory warning.
I looked at the manual and sure enough SP 400MMX had inc a custom sound config *just* for London. The trouble is it cut the passengers speech out and announcements. So I messed about with my own sound slider and reverb etc, and got it working *without* stutter of fps issues and didn’t use their custom config.

Bump map etc all off.
Get this to the basics then work up when you get the fps stable. Then save it for that map - I do it with all my DLC now.
Also, sounds daft but it’s an experiment, load up X10 with another German bus Spandau MAN- not the default- and see if helps.
I do suspect it’s a windows update that’s knocked out your sound card (driver) so updating it -as above should get you back to normal. Hopefully
The randomsound error seems to be related to a new feature introduced by a recent update of the Enhanced Environment Pack DLC, so it would make sense for you to only now notice degraded performance.
Try opening the main_AI.osc inside the Enhanced Environment Pack Addon folder and commenting out the line "10 random 0 max 10 min (S.L.Randomsound)".

I was recently thinking about reinstalling OMSI, let me know if this solves your problem since I might have to do this myself
The other thing that I make an issue of doing is turning off ‘online mode’ when using Bus Company Simulator as it gives you the GPS route. But being on the internet real-time can cause the game to be bogged down as it shows others online playing

Like I said: no clue if this is going to fix the OPs problem or not, I haven't played OMSI since Feb this year but I might aswell post a potential solution given the fact that I stumbled across it in the german part of the OMSI forum which some people understandably may never look at.
Maybe it's a combination of the Bremen Nord update and the EEP?
Though why would X10 also run bad? Same traffic vehicles maybe?
I guess we shall find out once the OP finds some time to test some potential solutions.
I'd like to think my settings aren't an issue, as I have played X10 and BRT fine before, but reducing the settings definitely helps a lot (I'd like to think I found a sweet spot for X10, but for some reason BRT still isn't playing ball...). But I'll take note of your setting suggestions.
I have loaded up other buses (mostly mods such as the Scania Citywide and other DLC such as the MAN NLC), no noticeable difference.
I'll also uninstall the EEP if need be, and will let you guys know regarding any updates. Thanks.
