I know in omsi 1 you could press f11 and walk around I tried in omsi 2 but just fell through the map. It was a freeware map so maybe give it a try on one of the official maps?

No I am positive that you'll never get free roam in Omsi. Closest thing would be go to map view (F4) zoom in a bit then right mouse click to move around. May be obvious to some, but I only realised you could do that recently!

this is a massive missed opportunity since it will make a really good photo mode if you can move freely instead of locked onto the bus'es orbit

You can move freely in order to create photo opportunities by using F4.

I think in the original OMSI there was was an option to do that. When pressing the same key, I think it causes the game to freak out.

F4 doesn't work on my computer. All it does is mute microphone.
