Some other issues could be, make sure you actually put the actual file that has all the files in the Vehicles folder (the vehicles folder should be structured Model/Script/Sound, etc.) Then make sure you put any other files that need to be put in the root directly files where they should go.
Then if you want the bus to be useful on the map, if not already done, find the .hof file for the map you need from another bus, and copy/paste it into the bus you downloaded.
As for graphics, there are ways to approach it, but even then, your rig won't use all of its resources. If you put in the 4 GB patch from ntsoft, then you can get up to 4 GB, otherwise, I think it's 2 GB since it is written for 32 bit primarily. Outside that, there are a few mods (like ENB or SweetFX and the like) that help the environment look a little different, best to consort with the official forums and youtube on that one, see which one you like best (and can further improve performance.) I haven't toyed too much with this personally, but I've heard people saying that some of them actually improved performance as well.
