Report a translation problem
First I'd recommend you to follow this video, because it worked for me with a i5-7300hq, 4GB RAM DDR4 (now I've upgraded to 8GB and haven't tried it since) and a GTX 1050 4GB based gaming laptop. (I got it to play between 30-60fps in every map I tried before upgrading RAM, so probably it'd be helpful for you as well).

Then I'd say to close any apps or unnecessary services and probably set Omsi's priority to high.

You can try to 4gb patch the exe since it is only available as x86/ 32 bit. Not sure if it will improve the frame rate though. Also, have you increased the target FPS under Graphics?
Could be multi-threading that is causing it.
