If you edit the file in notepad++, you can give yourself lots of stuff, for instance, Earth has the following entries:
<planetType>Terran</planetType>
and further down:
<size>Medium</size>
<gravity>Normal</gravity>
<richness>Abundant</richness>
You could change the size to Huge and the planet type to Gaia, which is the best planet type
I think Abundant is the highest in terms of richness (I could be wrong), there's also "UltraRich" which might be higher.
I'm not sure of the best way to increase command points, I suppose one option is to edit the files in the Stardrive 2 directory under steam to give bonuses or increase bonuses to buildings or space stations.
My steam directory for SD2 is - D:\steam\steamapps\common\StarDrive 2
It'll probably be something like c:\program files\steam\steamapps\common\stardrive 2 for you.
The basic starbase entry in Buildings.xml has this for instance:
