Report a translation problem
Devs that have been very successful with their games or big companies or someone with good will and time that is still in the business or who can get paid for it, "may" patch an old game to meet new standards, but its not always the case, nor is it always viable or easy to do. In the gaming industry there are many cases when the devs never get the attention or money they deserve for making something which they poured their everything, so it becomes increasingly impossible to support a game for too long for free, let alone a decade or more. This is an 11 year old game. You can wish for a miracle like we all do, but the truth is that many games are in this state with nobody any more supporting these games for various reasons. Its not a live service game after all. It is what it is. Imagine 50 years from now, most games from today will probably not be playable either.
1. Go to Settings -> Accounts -> Other users
2. Click "Add account"
3. Select "I don't have this person's sign-in information"
4. Select "Add a user without a Microsoft account"
5. Enter user name and create an account
Then sign-in under the newly created account, install Steam, and try to run the game. This is the only working solution I have found so far
