Does this mean that the troll is allowed to jump any pawns he pleases? Or is it something else?

There's a few rules like this. The one you pointed out about the pawn. The picture of the horse. And then there's the epilogue as Tamer pointed out.
It means they ought to seize the means of production.

That's about, not only here, but in the original chess too!

Honestly pawns are more powerful in this version than they are in normal chess. Being able to move backwards, sideways without attacking, can attack forward... They are great at both defending other pieces (even other pawns) as well as pressuring the opponent. They don't need to be able to transform into another piece anymore because they're already good enough.

Though still not nearly as good as the bishop buff. But it's okay for him to be overpowered, he worked hard for it.
