1) There's a conflict with the cloud (cloud says ADDY but your system says ABBY)
2) Your system is out of space (this is done with the cache, which caches... everything). This CAN be changed if you have an alternative drive you prefer for cache storage.
3) The sync is simply stuck. This usually doesn't make an error, but if it does, it'll either fail due to running out of cloud storage or simply because the system is overloaded (Too Many Requests).
I highly suggest taking a look at the log files to see what the sync failure is. It'll usually say "failed sync," "unsynced record," etc. The servers were upgraded not that long ago, and I've synced GBs of data with no issues, so something else is going on.
I'd suggest raising a support ticket here: https://support.resonite.com/login.php
This is the only "faild sync" result.

*Apparently the ticket actually went through.
There's more info about it on the older NeosVR wiki: https://wiki.neosvr.com/Sync_Conflict
That said, if you did submit a ticket, I'd wait for their take on the matter.
-DeleteUnsyncedCloudRecords will delete any local(to your computer) un-synced files/items from your computer and re-download the cloud copies. Only use this command if you are certain you will not lose important files/items when they are deleted from your computer.
-ForceSyncConflictingCloudRecords will force the conflicting local files/items to be uploaded to the cloud. This will overwrite the existing cloud files/items with your local copies. This can overwrite your cloud data with an earlier/incorrect version, so use it carefully
