OK, thank you. Changing that setting in the NVIDIA Control Panel does let me change the resolution in-game.
The WW2OL settings.exe program still has no effect, changes made there do not affect the in-game resolution. But setting it in-game does seem to work. (I have no special characters in my machine name or file path).

i am running on windows 8 I would really love to get this game fixed it looks really fun.
The NVIDIA control panel only works if you have an NVIDIA-based graphics card, alas. If you've got some other card, then the problem likely lies elsewhere, but your card may have a similar configuration program maybe?

Driver Version 385.41
Intel Core i7-4770K CPU @ 3.50GHz
15.94GB RAM
1920x1080, 60Hz
For the record, there is not a game in my 300+ library on steam which cannot be run at Ultra-Specs.
Where is the option to change preferences in game?
Preferences > Video > Resolution
nope never let me change the res even when i changed it to gpu
Now turn off scaling/zoom. You can do that by righclicking desktop and then graphical properties or somewhere in steam by rightlicking the ww2ol file (like you would do on a desktop icon) and then disable scaling or let app override scaling or something :P
