Report a translation problem
My understanding is that it's supposed to be based on the character in the 1st position. If you are running as you have them listed (N-Sam then G-Lord) this is likely the reason why. I thought I did read somewhere that it's based on the first non-Neutral character in the party but perhaps you can test that out by flipping the positions and let us know.
What I can confirm with certainty is that I started a new lawful party and I encountered friendly monsters right out of the gate and see them quite often.

Yeah, my party has both good and neutral... pretty sure the neutral fighter occupies the first spot* as I'm encountering friendly parties. It's probably Werdna whispering in my ear to turn on them.
* when not paralysed, petrified or cremated.
