Also, I've since managed to actually find Flack between the creation of this topic and now. Once.
Priests having a spell that inspects all enemies guaranteed helps a lot.
...To anyone else aiming for this achievement, good luck. You'll need it when finding and/or surviving certain enemies.
Where was your flack, level 10? and for anyone else searching for this answer, the monster allocation center does respawn the enemies.
I'm having a hard time find certain enemies as I go along (like I haven't found a highwayman yet). Do you know if there is a list of monsters that also includes their location? I've found lots of bestiaries online, but they all seem to lack where the enemies show up, so I feel like I'm clearing the wrong levels repeatedly.
Highwayman is on floor 2 (at least, that's where my in-game Bestiary indicates it was located).
Flack is on floor 10. It's quite rare...thankfully, as it is quite nasty (with the ability to Petrify on hit).

It's actually not too uncommon on Floor 10. At least, I didn't have trouble getting it to spawn, especially with the Room reset trick (Exit to Title Screen after completing Room battle, then reload and you are back in front of the door, with the battle reset to spawn a new set of foes),
