Report a translation problem
"When rolling new chars with random stat option enabled, iit cycle between +7, 8 and 9 then every now and then you can get 18, 19 or 20. What gives? Seems like a big bug to me."
Not a bug but part of the original programming. Most of the time you get 7-9, lucky roll is 18-20 and super lucky 26-29.
"Why does a shortsword -1 cost so much more then a plain shortsword?"
I think it was to make it more costly to uncurse in case a character equiped it or a bishop failed to identify it and got cursed with it.

Yep, this is the biggest miss in the whole game! First turn based game I've played without one. And I have a lot of turn based games!
