Quick and easy enough to do, just tested it out.
It may not seem like a big deal on the surface, but great portrait art, especially the real eye catching stuff like Koei, Bioware, and many other companies use, can make a world of difference, probably because it boosts immersion.
Hell, the Romance of the Three Kingdom series thrives on its portraits.

If you install steam and games to the default locations this is probably the same for you.
(I couldn't get the having the portraits sorted in a folder thingy to work, but when I just dumped all of the pics into the CustomPortraits folder without an extra folder, that worked... for those that are having trouble with this.)
