wolrd of diving) lost diving reel

i found the pipe in world of diving but i cant get the diving reel out how?

Go to the mission marker for mission 7 and activate it. You will need to find the wrench.
As you head back to the pipe from the mission marker, you will find the wrench up the hill and to the left.

Use the wrench to open the grate so that you can get to the reel.

EDIT: Note that in mission 6 you just have to take a picture of the reel. After that you can move on to mission 7 to retrieve it.
