They are not actually. Majority are pre-rendered hence the 30fps cap on them. They were rendered specifically at that frame rate.
The game is a pre-rendered mess. Only exploration and combat is "real-time". Probably major cinematic eikon battles as well..but that's about it.

Look, I don't have an explanation for the blurry appearance (I didn't notice this because I was dealing with other issues in the demo due to some proton shenanigans it seems), but you really are just wrong here. In the PS5 version nearly all cutscenes where Clive is visible feature the currently equipped weapon. The 30fps cap is a holdover from the original release where they lock the cutscenes to a specific performance target so they can crank certain visual settings during the cutscenes. My only guess about blurryness in cutscenes is probably related to upscaling implementation.
Would you want a movie to switch between 120 & 30 every minute? And the frame rate even drops below 30 during them despite being 120fps the rest of the time, i've seen multiple drops to 27fps, it looks horrible.
But what is an objective fact is that it's incredibly jarring to go from 120FPS gameplay to 30FPS cutscenes. As it was in Stranger of Paradise.. cutscenes of which you had control in, because it included NPC dialogues as well.
Nomura directed SoP, but Yoshida directed FF16.. why are they both behaving the same? FFXV wasn't like this.
Also, no ultrawide support, when both of those games had it.
And to top it all off, it's 100% maxing out a 4090 at 3440x1440, barely keeping 90FPS in the opening scene.
This has fast become a letdown.
