It’s not a filler at all in adventure and narrative game. You must have no soul or you ar just forcing people to move modern games.
You lacks nuance, I did not mean that I do not like modern games but so can acknowledge what was better (for me if you want).
FF have pretty middling gameplay and the whole point is to live an adventure. If you brainlessly spam random fights to reach a village with nothing in it…well it’s a very very bad experience. Go play a game with a really developed gameplay.

I think you misunderstand. Exploration can be an incredible storytelling method. But it must serve a bigger purpose than merely placing NPCs around.
Dragon Quest 11 is a great example of this. Every cities have their own cultural inspirations and thematic. Their inhabitants do have their own story to tell about the areas and their culture.
A lot of RPGs barely manage to have interesting NPCs.
I think you also massively downplay the importance of 'gameplay'. In fact, those villages explorations you are talking about? That is gameplay as well.
Gameplay is not limited to the battle system, FYI.

There's a myriad of turn based RPGs coming from SQEX in the last few years. Just off the top of my head, since 2018:
-Octopath I and II
-Bravely Default II
-Three Voice of Cards games
-SaGa Emerald Beyond
-Dragon Quest Monsters: The Dark Prince
-Various Daylife
-Triangle Strategy
And that's just new games, not counting remakes and remasters.
And hell, you could even consider Bravely Default to be akin to Judgement in this scenario, since the series is basically FF without being called FF (hell the original game was meant to be a sequel to FF 4 Heroes of Light),

Baten Kairosoft NPCs are not that interesting but still better than nothing or even crowds you cannot interact with.
NPCs in PSX FF had interacting things to say and triggered unformal/secret things.

Replace « gameplay » by fights in my text if you want.
Many modern games NPCs are more like quests providers like in a MMO. Of even they are just impossible to interact with.
If you only fight and complete formal quests, that’s boring.
Personally the era of Final Fantasy that intrigued me the most, was the Ivalice Alliance era. Where they really tried to make Ivalice a massive deal.
FF12, Tactics (and less so FFTA and FFTA2 since they are in a fictional Ivalice) and FF12 Revenant Wings. And of course the underrated Vagrant Story.
