Maybe in the past I'd start diagnosing and figuring out the conflict (no visible in device manager) but I'm not that interested anymore. I usually wipe my system once a year just to clean the cobwebs so I figured I'd do it now. Reinstalled OS, AV, video and audio drivers and reinstalled the game.
Fixed.
So, it was a me problem. Its something inbetween, the drivers most likely. I've had gameday ready Nvidia drivers do this sometimes where there is some weird irregularity (the last time it was the card running hot, that I had an issue that is, I usually dont, Nvidias good). I wonder if the clean install wasnt so clean. In any case, that was my journey, hope that helps someone get to an easier solution.

1. open task manager
2. In the left corner select the item - Details (2nd item from the end).
3. In the item Link look for the process of the game FINAL FANTASY XVI before this, of course, run the game.
4.Right-click on the FINAL FANTASY XVI process and select (set similarity).
5. In front of you should appear checkboxes where you can disable the above processors, and starting from the end go energy efficient cores are their and need to turn off, in my case 16. After you click save and that's it.

I did have some suspicions if I had cared to investigate, namely Alienware software which I believe may have been causing some issues. If you download anything Alienware you get this encumbering suite thats super delicate. I had it due to headphones I jacked in (its not necessary for use), will refrain in the future. I do like Alienware products (peripherals, they have an awesome look and are good quality) to be sure, just not the software.
Not saying above did it but maybe it gets some noses sniffin'
:edit: forgot to add that I've been playing for a few hours and not a single blip, so definitely not the game (of which Im enjoying despite no widescreen.... I give up Japan, because I want to play your games I will concede the inches for the game...)
