if that still doesnt work then your ssd is maybe too slow. this is a directstorage game based on ps5 title. you need fast modern nvme drive.
I have Ryzen 5 5600, RTX 4060Ti, 16Gb ram and I play it with everything maxed out at 1920x1080 at a solid 60fps (V sync on).
Do you have any integrated GPU by any chance? Maybe it's running on that, or some app is running in the background consuming your VRAM and causing FPS drops.
I did tried that and didn't help at all, I have that SSD assign exclusive to Steam and still has up to 500mb/s on reading.
I know it could be better but shouldn't be the problem, any other AAA game runs perfectly, Elden Ring, Wukong, God of War, The last of us, Horizon. All of them on ultra and no problems so far
I don't know what you're doing wrong honestly. Maybe mesure your temps (cpu and gpu), frequencies, and usage while playing and come back.
If you're on Windows 11 or less but have fTPM enabled anyway, are your bios and Windows up-to-date by the way ? There are known issues on amd when using fTPM or Windows 11 if you're not up-to-date.
