Report a translation problem
I'm having this exact issue, but i have found a couple of things:
First, the 5 second stutter starts happening for me only after a cutscene. It will run smoothly at 50ish FPS for as long as I want, but as soon as a cutscene starts, the 5 second stutter comes back
Second, when I connect an eGPU, the stutter does not occur.
The first point makes me think its an issue with the video player, the second makes me think driver issue or some hardware bottleneck. Unfortunately haven't found any solution yet except to relaunch the game after it starts happening, but there are so many cutscenes that that is kind of unrealistic...
please go to Armory Crate, under Performance, set GPU settings to 10G
I don't own the original handheld, but I believe it should work the same. Try and set GPU to 9 or 10

I also thought it might be a VRAM problem. But even when I set all the settings to the lowest, I had the same issue. I couldn’t imagine that 8GB of VRAM wouldn’t be enough even on low settings at 720p resolution. But now I will try!

My VRAM usage is only 6.8GB reserved, 5.5GB committed. In general I know this game uses a ♥♥♥♥ ton of VRAM, but in the specific case of the every-5-second-lagspike after a cutscene I don't think it has anything to do with VRAM
Im not sure myself but for some reason, setting VRAM at a high 10G, and installing the 3 links i provided, gave smoother and stable cutscenes play & smoother transitions from cutscenes to in-game play vise versa. Stutters are immensely depleted. Not perfect but for now, works amazing.
