FPS capped After cutscene?
I noticed in hideout, that once I managed to get the FPS to 60ish in there by tweaking settings and removing shader file in appdata, it kept running at solid 60 fps.

That is, until I got a cutscene, which of course is capped to 30 fps. But after the cutscene, I was stuck at 15-25fps again in the hideout main area, maybe 45 in more quiet corners. Starting new cutscenes jumps the fps to 60 again, before getting capped to 30 by the cutscene limiter.

Anyone else notice this, and any solutions?

So far hideout has been the worst area for me fps wise.

8700k + 16gb ram
3070
On ssd separate from windows install
4k at low settings + dlss ultra perf

More results for testing this, as I was looking to repeat the issue and look at memory usage etc.

Before a cutscene, GPU usage is around 70%, gpu memory at 7.5gb and ram at 11gb. Somewhat solid 60fps.

After a cutscene, GPU is now solid 100%, memory still at 7.5gb and ram usage also at 11gb. During cutscene the usage stats were like that as well.

I wonder if some effect applied during the cutscene persists to after it?

I have also the cutscene fps unlimiter mod, and the issue appears whether the fps unlocker is enabled or not (mainly use it for more FoV).

Also looks like to reset the FPS, restarting the game from desktop is enough. No need to delete shader cache everytime to get performance back, that helped with the settings change though.

Going back to title screen and back to game is not enough to reset.

Further testing.

Removing the mod had no effect on the issue, right after any cutscene the fps drops. There's been a few cutscenes in the area and any and all of them have caused the issue, except perhaps the side quest npc talking scenes.

The issue doesn't seem to affect further cutscenes significantly, they run at their 30ish fps as usual.

Area change to next area did nothing, fps stayed poor outside cutscenes until restarting the game.

Right now my issues seem to point towards the game being a huge memory hog.

While actual usage of memory seems to stay at 11-13gb for ram and 7-7.7gb for vram, while the game is running theres up to 23gb of ram committed (including pagefile) and GPU is using over 8gb of memory in total, almost 9gb, part of it coming from ram.

I'm guessing the hideout is on the edge of being able to fit into memory but the cutscenes push it over, and it gets stuck using ram for additional memory.

I moved on to the next area, and there the issue doesn't seem to persist anymore. Before cutscenes performance is good, first fights no issues, and also the second cutscene for the area did not cause any dips in performance afterwards.

I tried disabling pagefile althogether in case its performance would be the issue, but in that scenario 16gb ram simply is not enough to even launch the game, so it doesn't seem possible to work this out with settings alone, if I want to keep playing at 4K.

but for me deleting shader file doesnt work. i also have fps cap in main menu.

Try the mod to uncap fps in cutscenes. Made performance butter smooth. Possible from the game engine not going from locked to unlock or a buffering issue? No idea but it worked great for me now I am pushing over 120.

My rig is a beast though with rtx 4090 though, 32 ddr5 and a intel 13 gen i9

I’d drop to 2k I’m running ultra, frame gen, dlaa dlss 3 but it is only using 6g ram while in the hideout by the by with about 10g of vram being used. It could also be because you’re writing a lot of it to page file.

Honestly, it does seem like a hardware limitation more than anything

I'm having this issue too I think. I didn't experience it at all for a long time even well after the prelude. Now even at menus I'll be at 25 fps for no reason .. wtf

The game use more than 10gb of VRAM at 1620p, at 4k it's even more, the game don't adjust VRAM based on DLSS resolution but the selected resolution so at 4k you're VRAM limited.
Consider drop the resolution to 1440p or lower to reduce VRAM usage.

It's not. Lots of other people are having this issue.

I'm on a 13900k, 4070ti, 64 gigs at 6800, on a decent m.2, bios uo to date with all drivers up to date (also tested with older ones too). it happens randomly. Sometimes mid fight, sometimes after cutscenes, sometimes even when paused/in menus, and the only fix is a complete game restart. Sometimes you can get an hour out of it before it happens, sometimes it's 5 minutes.

Recompiling shaders does nothing.
Mods do nothing
Settings do nothing.

Cpu and gpu look fine, utilization and temps, then it just acts like there's a forced fps cap that's randomly applied and it all tanks and locks at 30 or less aftter running and holding 120 (locked) just fine.

I've tried every setting you can imagine from 4k down to 1080p, with and without mods.

I just did a fresh install on a brand new and tested m.2. Same results.

There's def a problem. This guy and I aren't alone, as there's a handful of threads talking about it, with no solution identified.

Edit: the 13900k is also brand new and was replaced after the 0x125 update, and has been updated to the 0x129, along with ME being kept up to date as well, so it's not damaged.

This sounds similar to a problem that was occurring for a while with games like Starfield (where, for example, the framerate would get stuck in a low state after exiting a menu), and it had to do with how the Nvidia drivers were interacting with hardware accelerated GPU scheduling (HAGS) in Windows. It's supposed to be fixed, but I wonder... Does the problem persist if you turn off HAGS in the Windows graphics settings? (In Win11, it's under System > Display > Graphics > Default Graphics Settings)

And just to be sure, you have the latest gpu drivers, right?

Good call. Trying now.

I've tried reducing to 1440p and the exact same thing happened. Doesn't seem to be related to that.

Why would vram issue cap framerate in menu? After this problem occurs, fps is capped to 30 when paused.
