Drop it into the game's root directory.
My DLSS wasn't working before. Did this and boosted my FPS up to where it should be. Mightt be the same for you.
It could've been down to not restarting after I installed a GPU driver update. After the restart the game maxed out my CPU without showing a window for a fairly long time. Guessing it was recompiling shaders despite not showing the message.
I still have heavy dips in some areas like those populated by many NPCs and Lostwing so far, which does not seem normal. I'm chalking it up to bad optimization on the game's part, I've seen a number of other people run into different issues as well.

I'd rather not turn DLSS on, but man... there's gotta be optimization issues. I can run Wukong no issue.
