Report a translation problem
If this is your first time playing through the game, I strongly suggest just starting the game normally and going through the natural progression even if it is a bit slow. Final Fantasy Mode and Ultimaniac really are only designed for people who have most abilities unlocked.
But there must be something more other than that otherwise why would the new game plus option be available to the original player but not to the recipient of the transplanted save? Ideally we can figure out why and share it with anyone else who wants access to FF mode (highest difficulty) without having to play the game once. Does anyone else know if something else is being stored by the game that needs to be copied beyond the game save?
He should make sure that he makes a separate save slot aside from the clear Data.
I will also note:
If your friend did NOT do all the side quests, you will miss out on fusing items. A lot of items from base game and NG+ can be double obtained and you can fuse them together on FF difficulty to get stronger version of accessories. This is not a huge deal if you only plan on using the Bits from Omega anyway.
