Both DLC unlockes literally before the endboss fight and require you to do a bunch of sidequests before that.

What I finished the game can I play the DLCs after the end? I still didn't finish the game.
Just buy the dlcs, that's the important thing.

Don't worry about playing them.

You have to reach the final main quest and also complete 2 side quests, one is Priceless and the other is I don't even know the name, but when you complete these side quests, both DLCs will become available and the game will tell you that.

Best time after unlocking them is most likely when you unlock them because from what I have heard, the DLCs are happening before the final boss fight so it's better to play it before ending the game.

You can also just ignore the DLCs and beat the game, then load your clear save and do them - the only thing that will lock you out of them is starting New Game +.

The Game will tell you when you can start playing....:104:
Echos
The new quest will become available after unlocking Origin as a destination on the world map and completing the quest "Priceless" in the main scenario.

STEPS TO UNLOCK NEW QUEST

Complete the side quest "Cut from the Cloth."
Complete the side quest "Phoenix, Heal Thyself."
Complete the side quest "Where there's a Will."
Reach the main scenario quest "Back to their Origin."

After completing these steps and talking to Jill, the quest "Priceless" can be accepted in Clive's hideaway.

------------------------------------------------------------------------------
In order to be able to start the Rising Tide DLC questline, players will need to have unlocked the Back to Their Origin main story quest and completed the Where There's a Will and Priceless side quests, as Joshua and Jill will be accompanying Clive on this new adventure. Assuming they've met these requirements, players will be able to start The Rising Tide by examining the unmarked missive on Clive's reading table at the Hideaway. Doing so and heeding the mysterious quest will trigger a cutscene, after which, players will unlock a Trophy called The Calm and will begin to see Rising Tide quest markers appear on the world map.
