I would try removing the shader file and letting it recompile to see if performance improves since an update just launched.
Otherwise, the DLC areas in FF16 on PS5 ran worse than the base game areas. The final boss itself was able to drop my PS5 into sub 20FPS in the 1080p-1440p "Graphics" mode, and the GPU in the PS5 is faster than your RTX3060.
I haven't caught up to that point on my own PC just yet to say I notice a difference, but I have been locked to 60FPS this entire time so far(other than cutscenes because I do not use FFXVIFix). If I noticed an issue in the DLC it would require me to drop below 60FPS.
