Don't mind it, I’ve already submitted a report on their website.
As one might expect, the card is too vram-limited at least to run 4K natively, but at 1440p it seems to run fine and I don't experience the after-cutscene drops anymore. 4K fps stays solid 20-30, 1440p might drop occassionally to 40ish but usually sticks to 60fps or higher.
Optional things to try if native resolution works:
For me, 1440p with DLSS Quality doesn't seem to trigger the drops, when running that as fullscreen (stretched to 4K). DLSS Quality is optional and not major improvement in image quality.
One might also use Nvidia Image Scaling to get a slightly better image quality, at least for me it works nicely that way.

My setup:
8700k, 16gb ram, rtx3070, 4K monitor
SuperRes disabled, all settings low, display mode fullscreen, 1440p
Nvidia Image Scaling enabled from driver, 20% sharpening
These give me better performance than 4K borderless and DLSS Ultra Perf, most likely due to using less vram. Even legacy sr seems to use more vram and triggers the after-cutscene drops.
I think I've tried something like this before, but I'm not sure, so I'll give it another go. Thanks!

CPU: i7-12700F
RAM: 32GB
Usually I have 40FPS but same with you after cutscene I will get around 10-15 FPS
but after I change to this settings I get 100-144FPS
Hmm, I tried Frame Generation when I first started playing, but for some reason I settled on 30 FPS lock later. I also tested FFXVIFix, but I don't think I've tried combining it with Frame Generation for the cutscenes. Maybe that's the 'key' to fixing it. Thanks!
Most likely reason is that FG takes more VRAM, and if already capped on vram, it will not help.
