There's also another topic here where some spanish speaking people have fixed the issue by replacing the d3d9.dll in XNA folder.... which also seems to suggest the problem is with directX:

Noticed one of my other games wasn't using my usual resolution...
Couldn't get the option to show up in menus...
I then went into my graphics card settings and found 1 checkbox I use to force 1080 on my monitor had been unchecked by latest graphics driver... re-applied check mark for 1080i30 and
problem solved.
In simple terms... Towerfall seemed to be trying to maintain my old 1080 resolution and my graphics card was refusing it... Other games were fixed by having default resolutions kick in automatically... some like terraria needed a config deleted to fix it. (thank you steam cloud for making clean game re-installs confusing)
Someone feel free to drop the dev a tip...
For me, that meant:
1. Going to NVIDIA control panel.
2. Click "change resolution."
3. Select the first option: (1080p, 1920 x 1080).
4. Run the game.
