light switch bug ?

suppose to find 3 fuses but cannot get power.stuck please help have no idea what to do bug maybe dont know

I don't think it's a bug.
You have to find 3 breakers which are in different rooms. The map provides clues where to go.
At first none of the doors work so you have to use the ladders and hatches. After you have switched on the 2nd breaker you can open the doors and get into areas which were formerly inaccessible.
