It's because one of the main seller points of the DLC is having Keanu voice Shadow in his movie skin, so if they'd want to make him playable everywhere they'd have to make Keanu voice every line there's in the game. Which would be quite expensive I'd say

So just make it a normal skin like they did with Terios. Why are you looking past that simple solution?

For anyone wondering btw, there's already a code in HedgeMogManager that allows you to use the Movie Shadow skin in the rest of the game.
