TLDR no help at all.
I remembered that Sonic Frontiers also has issues loading and I needed DXVK in order to run the game. It seems the same thing needs to be done here.

Download dxvk-2.4.1.tar.gz
Use Winrar/7-Zip to open
Go to x64
Extract d3d11.dll & dxgi.dll into the games root folder (replace if you have to)
Run game
Enjoy!
Typically, the Developer/Publisher doesn't support the Linux/Proton configuration, that falls entirely on Valve's shoulders. Valve's priority may not be to get a particular game running. If not Valve, then the Open Source community around the Mesa, Wine, and Proton projects. The ProtonDB page for Sonic X Shadow reports Platinum compatibility.

The Developer/Publisher is responsible for supporting the game under a Windows 11 configuration, wherein Valve's support requirements are practically nil.
Presumably, Sega refused to provide support for "such a configuration", because they assumed the OP was running a factory stock Steam Deck (Linux/Proton), and didn't install Windows 11.
With Windows 11 on the device, it fall within Sega's support requirements of a "Windows PC".
Sega's non-support response was to "remove any modifications" like Windows 11. Does the game work better under Linux than Windows?
However, seems you can't use the mod manager with it since HMM needs to install a d3d11.dll to work. Tried to see if just the dxgi.dll would work with HMMs d3d11.dll, but no dice
Anyone know if there's a work around for that?

Look im not qualified to speak about a solution.
All i know is that I DO NOT use windows 11 on my steam deck and it’s run perfectly since day 1.
Of course, in my opinion, if you have the choice you shouldn’t be using windows 11 on ANY device[\strike]
