That's his past self. Generations happens in a time paradox where Past!Sonic and Modern!Sonic meet because Eggman released another time god because Erasing '06 means Eggy didn't learn from Mephiles

In the Archie Comics, there's a series of comics that take place in the future where Sonic does have kids. However, these comics are not canon. Canonically, Sonic has no desendents.
